It contains information about 3D objects and is typically used to transfer 3D data between different CAD and CAM programs. Sometimes it also contains MBD and PMI data.
However, what many people do not know is that there is a huge range of free tools available, even open-source libraries to put viewers on your website etc.

My favorite tool for daily use is IDA-STEP. The program is super lightweight, can display the most important data, and most importantly, completely free.

Alternatively, you can try VariCAD, FreeCAD, ABViewer, TurboCAD, CATIA. There are also free online STEP/STP viewers from eMachineShop and ShareCAD.org.
